Montana's property insurance study report is due September 15

What is pending. Montana's highest-ranked 2025 study resolution is on property insurance, and its report to the 2027 Legislature was due on September 15, 2026. No bill has been drafted and no recommendation has been published.

The resolution

House Joint Resolution 61, “Interim study on the property insurance market in Montana,” LC3987, sponsored by Rep. Joshua Seckinger of Bozeman. It passed House committee 20-0, the House 85-15 and 78-22 on second and third reading, Senate committee 10-1, and the Senate 42-7 and 38-12 — then was filed with the Secretary of State on May 6, 2025. It was the top-ranked study resolution of the session.1

It directs the Economic Affairs Interim Committee to evaluate the causes of rising property insurance costs, how those causes affect rates, and possible stabilising strategies.

The findings the Legislature adopted

HJ 61's enrolled text recites a set of figures that now carry legislative weight, which is why they are worth quoting rather than paraphrasing:

  • Montana had the fifth-fastest increase in rates in the nation in 2024
  • Cumulative increases from 2019 to 2024 were 44.3 percent
  • Premiums increased at twice the national average in 5 of the 10 years from 2012 to 2022
  • The median residential property value rose 32 percent in 2023 alone
  • Montana has the second-highest risk in the nation for catastrophic wildfire impacts on property, and some insurers are withdrawing from high-risk areas
  • 2,388 wildfires in 2024, burning 387,966 acres; of the 11.7 million recorded acres burned in 138 years, 70 percent have burned since 2000
