No HOA bill among Montana's 331 requested 2027 drafts — but two say “architectural review”

What is pending. Montana's 70th Legislature convenes in January 2027. As of today, no individual legislator has requested a bill draft on homeowners associations, covenants or condominiums — and that fact proves considerably less than it appears to.
The list
The Legislature publishes its 2027 Session Bill Draft Requests as a table of 331 entries — 298 Senate, 33 House. Searching every row for “association,” “HOA,” “homeowner,” “covenant,” “condominium,” “common interest” and “unit owner” returns zero matches.1
Notably, Rep. Alanah Griffith — who sponsored both House Bill 619 and House Joint Resolution 50, and who vice-chairs the interim committee studying association law — has no request on the list at all.
The two entries worth watching
Sen. Dave Fern has requested, among others:
- “Revise the MT Land Planning Act pertaining to architectural review”
- “Revise architectural review laws”
- “Revise land use planning laws”; “Revise Lakeshore Protection Act”; “Revise Montana lakeshore laws”
- Four separate property-tax requests, including a circuit breaker and “Revise property taxes for second homes”
Also adjacent: Sen. Gayle Lammers, “Revise nonprofit board laws” — relevant because Montana HOAs are ordinarily Title 35, chapter 2 nonprofit corporations. Sen. Becky Beard, “Generally revise municipal zoning laws” and “Generally revise private public nuisance laws.”
